Parish Council Meeting – 12th March 2025
CHILTON TRINITY PARISH COUNCIL
A Meeting of Chilton Trinity Parish Council was held on Wednesday,12th March 2025 in the
Village Hall, Chilton Trinity at 8.10 pm.
In attendance: Parish Councillors Mr P Felton (Chairman), Mrs R Felton and Mr D Hobbs; Somerset Ward Councillor, Mr B Bolt; the Clerk, Graham Jarvis and one resident.

65. Apologies for absence, disclosures of interest and dispensations.
Apologies for absence were received from Parish Councillors Mr D Bown (work commitment) and Mrs Hook (unwell) both were accepted; also, from Ward Somerset
Councillor Mr M Caswell. Dispensations from the Code of Conduct were held by Mr Felton and Mrs Felton regarding support for facilities at Chilton Waters and by Mr
Hobbs concerning the proposed river barrier and associated flood defence works.
66. Minutes of Previous Meeting.
The minutes of the Parish Council Meeting held on 8th January 2025 were presented. These were approved and signed as a true and complete record.
67. Matters Arising: –
a) 59a – Local Community Network, Dowsborough Group – The Chairman referred to a meeting attended in January at Nether Stowey. Many
representatives present had expressed disappointment at the way the Group was being driven and in particular the regular absence of police attendance.
The Highways Working Group was viewed as a success. The review in progress by the Boundary Commission on Council Wards was expected to
have an impact on the composition of the present Local Community Networks.
b) 59b – River Parrett Barrier Project –The Chairman reported that a drop-in event was held in the Village Hall on 26th February. Attendance was higher
than on other occasions. The local MP, Sir Ashley Fox had expressed interest in the project at a Parish Council summit held the previous Saturday.
Sir Ashley was keen to learn how the construction was impacting on the community and wished to meet with Chilton Trinity Parish Councillors at a
date to be arranged.
c) 59c – New Footpath Memorial Enquiry – The Chairman reported that following discussions, the sponsors had chosen a crab apple tree which had
been ordered and was due to be delivered by the end of the month. The tree would be planted at the site previously agreed. A payment of £145 had been
received, the cost of the tree and accessories was expected to be in the region of £120. Once the cost was confirmed the sponsors would be asked if
they wished for the surplus to be refunded or to be used towards future maintenance of the tree and surrounding area. An update would be given at a
future Parish Council meeting.
d) 59d– Former Phone Box – The Chairman reported that surface improvements had been completed and that three “Library” signs had been
installed to replace “Telephone”. These enhancements had received favourable comments from users.
e) 53e – Broken Finger Post Sign – Chilton Road / Straight Drove – The Chairman mentioned that all the work had been completed and the
refurbished post returned to its original site. The Council wished to place on record their appreciation for the high standard of work undertaken by the
Contractor, Somerset Forge Limited.

68. Planning Matters.
a) Application 20/25/00001
Proposal: Rear flat roof single storey extension.
Location: Garden Cottage, Church Road, Chilton Trinity.
Applicant: Mr & Mrs Faint.
Resolved that the proposal as submitted be supported as the development was considered unobtrusive and in-keeping with the existing building.
b) Decisions notified by the Local Planning Authority and recorded:- None.

b) Community Infrastructure Levy Funds.
Further to Minute 61b – 8th January 2025; the Chairman reported that a quotation for improving the fence received from SCG Fencing for £274.54
had been be accepted. There was agreement to embark on a scheme to enhance the flora and fauna in the Parish, as a first step two halves of former
whisky barrels would be obtained and planted-up on the land opposite the library. Further aspects of the project would be undertaken in the next
financial year.
c) Risk Management Report 2024/25.
The Risk Management report for 2024/25 was approved as presented.
d) Statement of Internal Control 2024/25
The Statement of Internal Control for the year ended 31st March 2025 was approved as presented.
e) Repairs to Church Porch and Outer Door
The Members attention had been drawn for the need for some repairs to the outer door and porch of Holy Trinity Church. Further details including the likely
cost would be obtained and discussed at a future meeting.
70. Roads and Footpaths.
Woodland Trust
Further to Minute 45d – 6th November 2024, the Chairman reported that the trees donated by the Woodland Trust had been received and planted along the new
footpath.

72. Date of next meeting – Wednesday, 7th May 2025 (Annual Parish Council Meeting) in the Village Hall beginning at 7.30 pm.
