Parish Council Meeting – 5th April 2023
CHILTON TRINITY PARISH COUNCIL
An extraordinary Meeting of Chilton Trinity Parish Council was held on Wednesday,
5th April 2023 in the Village Hall, Chilton Trinity at 7.30 pm.
In attendance: Parish Councillors Mr P Felton (Chairman), Mrs R Felton, Mr D Hobbs
and Mrs L Hook together with the Clerk Graham Jarvis. No members of the public were
present.
Public Speaking Time: N/A.
64. Apologies for absence, disclosures of interest and dispensations.
An apology for absence was received from Parish Councillor Mr D Brown due to
work commitments which was accepted. Dispensations from the Code of
Conduct relating to support for facilities at Chilton Waters were held by Mr & Mrs
Felton and by Mr Hobbs concerning the proposed river barrier and associated
flood defence works.
65. Planning Matters
a) Application 20/23/00002
Proposal: Erection of single storey extension to the SW & SE
elevations on site of existing (to be demolished).
Location: 7 Meadow Close, Chilton Trinity.
Applicants: Mr Roberts.
The Council resolved to raise no objection to the application as submitted.
Members considered that the extension was not out of character with the
surrounding area.
b) Decision Notified by Local Planning Authority – None.
c) Planning Service – The New somerset Council.
The Clerk reported on an on-line briefing which provided details of the
revised process in determining planning applications following the creation
of the new Somerset Council. The geographical areas and remit to
determine planning matters formerly held by the four District Councils was
unchanged. However, the decision-making bodies which had been granted
devolved power by the new Council were now known as the Planning
North, East, South or West Committees. Chilton Trinity was part of the
North Committee.
There were some changes in elements covered by delegated authority,
referrals to committee (when the view of the case officer differed from
those of a statutory consultee) and public participation at committee
meetings. A copy of the presentation slides would be circulated by the
Clerk to parish Councillors.
66. Financial Matters.
a) Payment of Creditors.
The following payments were confirmed: –
i) Mr P Felton – Travelling and Parking Expenses – £8.20 – Cheque
No. 235.
ii) Mr J Andrews – Book storage box – £48.00 – (£40.00 + £8.00 VAT)
– Cheque No. 236.
iii) Clerk – re-imbursement public seat – £750.35 (£625.29 + £125.06
VAT) – Cheque No. 237.
iv) Mr J Andrews – Defibrillator pads & seat fixing – £124.96 (£110.80
+ £14.16 VAT) – Cheque No. 238.
(All the payments listed were made before 31st March 2023).
b) Internal Audit Arrangements.
The Clerk reported that the Council’s Internal Auditor, Simon Emery, was
willing to continue to fulfil the role. It was resolved that the continued
engagement of Mr Emery be duly confirmed.
c) Acknowledgement of Grants
The Clerk reported that letters of appreciation had been received from the
Dorset and Somerset Air Ambulance and Chilton Trinity Village Hall
following the award of grants at the meeting held on 1st March.
67. Topics for Future Meetings: Update by the Environment Agency on the river
barrier and associated flood defence works.

2023 at 7.30 pm.
